economic crisis acted as an indicator and a trigger for the difficulties
experienced by numerous impoverished people in meeting their own needs as well
as those of their families.<span style="color: black;"> These recurring
difficulties are causing concern on the international arena, as was shown by
the adoption of the Millennium Development Goals (MDGs) ten years ago, whose
main goal is to reduce extreme poverty. Furthermore, discussions within the
Human Rights Council on Draft Guiding Principles, "Extreme Poverty and
Human Rights: The Rights of the Poor" aim to ensure that the poor
can exercise their rights. The ability to enjoy economic, social and cultural
rights depends on their justifiability: in this context, the adoption of the
Optional Protocol to the International Covenant on Economic, Social and
Cultural Rights in December 2008 which is in the process of being ratified, is
an essential instrument.</span></span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 11pt; font-family: Arial; color: black;" lang="EN-GB"> </span></p><p class="MsoNormal" style="text-align: justify;"><span style="font-size: 11pt; font-family: Arial; color: black;" lang="EN-GB">Projects
to combat poverty which aim to ensure the effective enjoyment of economic,
social and cultural rights can submit applications. Winning projects may deal
with concrete and innovative actions to bring sustainable solutions to the
issues of the exclusion of poor people in a crisis situation in their country
and through ownership and effective exercise of their rights, and to encourage
communities to offer a long-term solution to their economic and social

information and communication technologies (NICT), which covers techniques used
to process and forward information - mainly information technology, the
Internet and telecommunications - is an indicator of different levels of
inequality, between developed countries and developing countries, but also
within the societies of developed countries. <span style="color: black;"> </span>However,
insofar as NICTs are, for their users, tools for accessing and exercising these
rights, the narrowing of the so-called "digital divide" is a lever
for reducing inequalities.<span style="color: black;"> The fifth World
Telecommunication Development Conference, which has just concluded in Hyderabad, India,
showed this clearly and the adoption of a comprehensive action plan to foster
the development of ICT, mainly in order to facilitate the achievement of the
Millennium Development Goals (MDGs), was one of its main results. </span></span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 11pt; font-family: Arial; color: black;" lang="EN-GB">Accessing
information, contributing to its development and circulation, as well as
benefiting from the development capacities offered by NICT are some of the
issues which the theme of the French
Republic's Human Rights
Prize would like to raise this year. The censorship imposed on certain sites by
governments, the criminal convictions against bloggers and human rights
defenders exercising their right to free speech, are in all our thoughts. To
these serious issues, we must add support for projects which promote equality
as regards access to these technologies, computers, the Internet, etc.,
equality in how they are used and equality in the use of information stemming
from these tools, with the goal of achieving full human rights for all.</span><span style="font-size: 11pt; font-family: Arial;" lang="EN-GB"></span></p>

catalyseur des difficultés qu’éprouvent nombre de personnes pauvres ou très
pauvres à subvenir à leurs besoins, et à ceux de leur famille. Ces difficultés
récurrentes sont l’objet de préoccupations sur la scène internationale, comme
le démontre l’adoption il y a dix ans des Objectifs du Millénaire pour le
Développement (OMD), dont l’objectif premier est de réduire l’extrême pauvreté.
En outre, des discussions au sein du Conseil des droits de l’homme sur un projet
de principes directeurs « Droits de l’homme et extrême pauvreté : les droits
des pauvres » visent à garantir l’accès aux droits des plus pauvres. </span><span style="font-size: 11pt; font-family: Arial; color: black;">La jouissance des droits économiques,
sociaux et culturels passé par leur justiciabilité : dans ce cadre, l’adoption
du protocole facultatif au Pacte international relatif aux droits économiques,
sociaux et culturels en décembre 2008 en voie de ratification est un instrument

<b>Thème 2 : Les nouvelles technologies de l’information et de la communication

<p class="MsoNormal"><span style="font-size: 11pt; font-family: Arial;">L’accès aux nouvelles technologies de l’information et de la <span style=""> </span>communication (NTIC), qui recouvrent les techniques
utilisées dans le traitement et la transmission des informations,
principalement l'informatique, l'Internet et les télécommunications, sont un
révélateur d’inégalités à différentes échelles, entre pays développés et pays
en voie de développement mais également au sein même des sociétés des pays développés.
Or, dans la mesure où les NTIC sont, pour leurs usagers, des outils d’accès aux
droits et d’exercice de ces droits, la réduction de ce que l’on qualifie de «
fracture numérique » est un levier de réduction des inégalités. La cinquième
Conférence mondiale du développement des télécommunications, qui vient de
s’achever à Hyderabad, en Inde, l’a bien mis en évidence et l’adoption d’un
Plan d’action global destiné à promouvoir le développement des TIC dans le but,
notamment, de faciliter la réalisation des Objectifs du Millénaire pour le
Développement (OMD) fut l’un de ses résultats importants.<br>
Accéder à l’information, contribuer à son élaboration et à sa diffusion, tout
comme bénéficier des capacités de développement offertes par les NTIC sont
quelques-uns des enjeux auxquels le thème du Prix des droits de l’homme de la République française
invite à réfléchir cette année. Les censures exercées sur certains sites par
des gouvernements, les condamnations pénales dont sont victimes des « blogueurs
», défenseurs des droits de l’homme exerçant leur liberté d’expression, sont
dans tous les esprits. A ces sujets graves de préoccupation, il faut ajouter le
soutien à des projets qui favorisent à la fois l’égalité dans l’accès à ces technologies,
ordinateur, Internet, etc., l’égalité dans les usages qui en sont faits et
l’égalité dans <span style=""> </span>l’utilisation des
informations issues de ces outils, avec comme objectif la réalisation de

de candidature rédigé en langue française doit comporter :<br>
a) une lettre de candidature présentée et signée par le président ou le
responsable légal de l’ONG opératrice ;<br>
b) un dossier présentant, en détail, l’objectif et la description de la
réalisation ou du projet soumis. Il doit comporter un budget précis (avec
contre-valeurs exprimées en euros de préférence) ;<br>
c) une présentation de l’ONG opératrice (statuts, réalisation, etc.) ;<br>
d) les coordonnées postale et bancaire de l’ONG.<br>
Les candidats devront impérativement adresser leur dossier complet, avant la
date limite de dépôt du 30 septembre 2010, au Secrétariat général de la Commission (35, rue
