Is the G8 Ready for Some Seoul?

Since the Halifax Summit communiqué in 1995, relations between the G7, as it
then was, and civil society have undergone tremendous shifts. The
forthcoming summit in Muskoka, Canada will doubtless not be the last the
world sees of the G8 (the “leaders of the major industrialised nations”
namely, Italy, Germany, France, Japan, Russia, United States, Canada &
United Kingdom) but it marks another historic turning point in the evolution
of global leadership.
The by now well developed tradition of the G8 Civil dialogue in the run up
to the actual Summit was maintained by Canada albeit with a rather hastily
arranged gathering of 60 civil society representative from some 17 different
countries. Gathered in Vancouver the delegates deliberated and prepared for
the 2 hour long engagement with the “Sherpa’s” (high level diplomats in
charge of facilitating the G8 proceedings, agenda and outcomes). Having
spent several months in discussion and mobilisation, Make Poverty History
Canada (GCAP-Canada) and associated civil society organisations such the
G8/G20 working group, were well positioned to host local and international
representatives. A detailed Common Lobbying Position had been drafted in
advance of the Civil G8 dialogue and Make Poverty History Canada has full
campaign in motion (At the table) which will run until end of 2010 with
innovative actions also highlighting GCAP mobilisations such as the MDG’s,

Prior to the Civil G8 local groups, activist and individuals from MPHC
organised a Town Hall meeting where local and global activist good share and
exchange ideas, experience and views. Jean Swanson (social movement leader
in Vancouver), Abdul Awal (GCAP Bangladesh) and Sonia Kwami (GCAP Project
Accelerate Africa coordinator) comprised the informative and challenging
panel chaired by Robert Fox (Director Oxfam Canada). The insight, passion
and commitment on display at the Town Hall meeting set the scene to the
Civil G8 proceedings which followed.

GCAP is involved in the effort to put pressure on the G20 governments to
democratize the economic forum, make it more accountable and ensure that it
prioritizes the global development agenda. Become part of this effort by

Online Consultation on MDG 2010 Review
The United Nations Non-Governmental Liaison Service (NGLS) and the UN
Millennium Campaign have launched a consultation with civil society on the
expected outcomes of the MDG 2010 Review. A report from the online
consultation will be issued in conjunction with the General Assembly's
"Hearings" on 14 and 15 June. The consultation is designed to build on the
analysis and recommendations of the UN Secretary-General report for the
Summit, “Keeping the

around four themes: (1) Why are we so far behind in key areas? (2) Emerging

Dalit Liberation Day: Memorandum on Budget Issues submitted to India’s
Finance Minister

A delegation led by National Confederation of Dalit Organisations (NACDOR),
which is also facilitating GCAP’s Social Exclusion Taskforce, met the Indian
Finance Minister, Mr. Pranab Mukherjee on 14 April - the birthday of Dr.
Babasaheb Ambedkar, also celebrated as Dalit Liberation Day. NACDOR
submitted a memorandum outlining concerns and issues with regard to
allocations for Scheduled Castes and Scheduled Tribes within the Union
Budget.
While congratulating the Finance Minster for the 80 per cent increase in the
budget for the Ministry of Social Justice and Empowerment this year, we also
outlined other priorities to strengthen resource allocation for the Dalit
community and ensure their participation in the budget making process. Mr.
Mukherjee considered it an important suggestion to consult SC/ST
organizations, including NACDOR, for their views at the pre-budget
stage*, *thus
for next year’s budget. He also agreed to consider the creation of a
National Dalit Development Fund and support for programmes by Dalit led
institutions.
In addition, we requested the Finance Minister to direct the Public Sector
Units to allocate at least 25 per cent of the total allocated CSR fund for
empowerment of SC/STs – and route these funds to the Dalit Development Fund.
Mr. Mukherjee assured us that he would examine and discuss this matter for
further action – while also accepting and pinning on the NACDOR’s “FAIR
SHARE” campaign badge as a measure of solidarity for the issues raised. For

Further Gains on Development in the UK

In breaking news here in the UK, the present opposition party, the
Conservatives have reaffirmed their commitment to reaching 0.7% ODA by 2013,
but also said this week following NGO influencing that they would introduce
legislation to keep UK levels at least that high from then on – that means
all main UK parties will make that law so, whatever party forms the next
government next month, British legislation will be passed this year,
hopefully by the MDG Review Summit, which is what we've been pushing for as
the right thing to do and the best signal internationally. It has been a
long journey on this aid story, yet we can say again with this advance that
advocacy and popular campaigning works!
We are organizing ‘World Poverty Day’ in the weekend before the UK election
to have the party leaders speak on international development during the
election period (when domestic concerns can pervade all). Campaigning on
global justice/international issues in an election in a country in the North
